摘要:
构建适合公立医院特点的企业年金制度对于保障编外人员权益、促进医疗卫生事业发展具有重要意义。聚焦公立医院双轨制下编外人员参加企业年金这一现实问题，通过现状分析与实践研究，揭示当前公立医院编外人员参加企业年金面临的主要困境，包括制度设计僵化、筹资压力大、管理难度大以及政策协调不足等。提出完善顶层设计、创新筹资机制、加强分层分类保障以及优化投资管理等破解路径。
Abstract:
Constructing an enterprise annuity system tailored to the characteristics of public hospitals holds substantial significance for safeguarding the rights and interests of contract workers and advancing the development of medical and health services. This study focused on the practical challenge of contract workers’ participation in enterprise annuities under the dual-track system in public hospitals. Through the analysis of the current situation and practical explorations, it identifies the primary obstacles faced by contract workers in public hospitals when participating in enterprise annuities,including rigid institutional design, substantial funding pressures, complex management demands, and inadequate policy coordination. The study proposes strategic pathways to address these issues, such as refining top-level institutional design, innovating funding mechanisms, enhancing layered and categorized protection, and optimizing investment management.
