摘要:: 目的运用公共政策分析方法对公立医院医疗服务能力现状进行评价。方法采取TOPSIS评价方法，通过客观设定测量指标和权重，对公立医院医疗服务能力进行评价并排序。结果获得10所公立医院医疗服务能力排序。根据评价指标权重得到公立医院医疗服务能力主要影响因素为卫生人力资源配置。结论优化人力资源结构配置，提高人员素质；加强医院规划，严格审批床位规模，提高经济效益。

Abstract:: ObjectivePublic policy analysis method was used to evaluate the medical service ability of public hospitals.MethodBy setting objective measure and weight, the TOPSIS evaluation method was used to evaluate and sort the ability of medical services in public hospitals.ResultTen public hospitals were ranked by the ability of medical service. Based on the weight of the evaluation indicator, the most important element of medical service ability was health human resource configuration.ConclusionThe government should promote medical resources longitudinal integration, promote grading diagnosis and treatment; improve the structure of human resource configuration, and the quality of the staff; strengthen the planning of hospital, strictly examine the approval of bed scale, and improve the economic benefit.
