我国已基本形成从中央到省、市、县的四级卫生综合监督网络体系。通过分析卫生综合监督事业的机构建设、人才队伍建设、经费与资产等基本情况,指出面临的关键问题:职责划分不明确,法律法规不完善,执法条件不充分,执法队伍力量薄弱,基层卫生监督协管体系不完善等。提出明确职责,有效推进综合监督工作,加强政策支持,加强综合监督执法队伍建设,构建并完善市、县、乡、村四级监督与协管体系等策略,以促进我国卫生综合监督行业的可持续健康发展。

China has basically formed a comprehensive health supervision network system with four levels from the central government to the provinces, cities, and counties. By analyzing the basic situation of the institution construction, talent team construction, funds and assets of comprehensive health supervision, this paper put forward the key problems: unclear division of responsibilities, imperfect laws and regulations, inadequate law enforcement conditions, weak law enforcement team, and imperfect health supervision and management system at the grass-roots level etc. Furthermore, some strategies were put forward, such as clarifying responsibilities, effectively promoting the work of comprehensive supervision, strengthening policy support, strengthening the construction of comprehensive supervision and law enforcement team, and establishing and improving the four-level supervision and co-management system at city, county, township and village levels, so as to promote the sustainable and healthy development of China's comprehensive health supervision industry.
