摘要:
目的分析湖北省卫生综合监督人力资源配置现状,为人力资源合理配置与队伍建设提供依据。方法采用多阶段分层随机抽样调查方式,对湖北省5家卫生监督机构人员构成情况进行问卷调查。结果2016年湖北省卫生监督执法人员总数2 448人,占全省常住人口比重为0.418/万人,人力资源配备明显低于国家规定标准。人员构成以46岁~55岁为主(37.6%);43.6%的人员学历在本科以下,教育水平偏低,法学(10.5%)和临床医学专业(28.4%)人员偏少,专业性还有待提高。结论湖北省卫生综合监督人力资源数量较为缺乏,专业结构有待改善,应增加人员数量;加强队伍建设,提高执法专业性;完善继续教育体系,提高卫生监督人力资源素质;明确卫生监督机构定位,确定卫生监督机构人员性质。
Abstract:
ObjectiveTo analyze the status of the sanitary general supervision human resource allocation in Hubei Province to provide evidence for rational allocation of human resourceand team construction.MethodsThe multi-stage stratified random sampling method was used to carried out questionnaire survey on staff from five sanitary supervision institutions in Hubei province.ResultsIn 2016, the total number of sanitary supervision staff in Hubei was 2448, accounting for 0.418 per 10,000 permanent residents in the province, which was obviously lower than the national standard. In terms of personnel composition, the majority were aged 45 to 55 (37.7%); 43.8% of the personnel had less than a bachelor's degree, and their education level was relatively low. There were fewer personnel majoring in law (10.5%) and clinical medicine (28.4%), and their professionalism still needed to be improved.Conclusion The number of human resources for sanitary general supervision in Hubei province was relatively deficient, and the professional structure needed to be improved with increasing the number of personnel. The team construction should be strengthened to improve the law enforcement professionalism; the system of continuing education should be improved to increase the quality of health supervision human resources; and the organization orientation should be cleared with determination of the nature of personnel.
