医生手术资质判定和手术分级存在较多问题。针对手术分级存在问题进行深入研究，提出合并ＣＣＨＩ和ICD-9-CM-3编码体系，确定手术分级标准，并对有效监管措施进行研讨，如计算机系统自动控制、杜绝越级实施手术等。

Problems existed in current accreditation for surgeon qualification and surgical grading system. Aiming at the problems of surgical grading, the CCHI and ICD-9-CM-3 coding system were combined to determine the classification criteria of the operation, and the effective supervision measures were discussed, such as automatic control of the computer system and the elimination of the leapfrogging operation.
