摘要:
目的了解公立医院职工对全面从严治党和纪委职责边界的认知情况、纪检与行风部门的分工协作现状，探索党建引领下公立医院纪检与行风协作监督的工作路径。方法采用问卷调查法，对5家北京市属三级甲等公立医院440名职工进行问卷调查。结果调研对象对全面从严治党要求方面的知晓率在91.36%~96.59%之间；中共党员对全面从严治党责任分工各项内容的知晓率均高于其他政治面貌人员（P＜0.001）；分别有59.77%和45.00%的调研对象认为普通医生涉嫌收受红包问题和普通职工涉嫌违反《事业单位工作人员处分暂行规定》问题应当由纪检部门负责核查；80.45%的调研对象认为所在医院纪检部门已与行风部门形成行风协作监督机制；分别有48.41%和26.14%的调研对象认为“职工仍认为行风建设工作由纪检部门牵头负责”和“行风工作人员没有接受过专业的信访办理培训，相关能力有待提高”是医院行风建设工作中存在的最大问题。结论建议公立医院进一步发挥党支部纪检委员的监督作用，并加强对非党员的教育培训；进一步明确纪检部门与行风部门的职责边界，聚焦主业、凝聚合力；建立健全信访举报协作办理机制，并加强对重点部门的业务培训。
Abstract:
ObjectiveTo understand the cognition of the staff of public hospitals on the full and strict governance over the Party and the responsibility boundary of the discipline inspection commission, as well as the current situation of labor and cooperation between discipline inspection and conduct departments, and to explore the working path of the collaborative supervision of discipline inspection and conduct in public hospitals under the guidance of the Party building. MethodsA questionnaire survey was conducted among 440 staff in 5 tertiary public hospitals in Beijing.ResultsThe awareness rate of the surveyed respondents about the requirements of full and strict governance over the Party in every respect was between 91.36% and 96.59%; the awareness rate of the CPC members on the division of responsibilities for full and strict governance over the Party in every respect was higher than that of people with other political affiliation (P<0.001); 59.77% and 45.00% of the surveyed respondents believed that the issue of ordinary doctors being suspected of receiving red envelopes and rebates and the issue of ordinary staff being suspected of violating the Interim Provisions on Measures for Public Institution Staff should be investigated by the discipline inspection department; 80.45% of the surveyed respondents considered that the discipline inspection and work ethics departments of the hospitals had formed a collaborative supervision mechanism of the work ethics; 48.41% and 26.14% of the surveyed respondents held that the biggest problems in the construction of work ethics in hospitals lied in that "hospital staff still believe that the discipline inspection department is responsible for the construction of work ethics"and "the work ethics staff have not received professional training on how to process complaints, and they shall enhance their capabilities in this regard".Conclusion It was suggested that public hospitals should further exert the supervisory role of Party branch discipline inspectors, and strengthen the education and training of non-Party members; further clarify the responsibility boundary of discipline inspection department and trade department, focus on the main business, cohesion; establish and improve a cooperative handling mechanism for complaint reporting, and strengthen business training for key departments.
