Systematic management of provincial medical quality control centers can promote the homogenization of medical quality within the region. Based on the SPO three-dimensional quality management model, a trinity management mode for medical quality control centers is proposed, which integrates "government-led, institutional collaboration, and expert participation". Under this mode, the government is responsible for top-level design and resource coordination, institutions collaborate with each other, and expert teams provide technical support and professional guidance, forming a systematic and efficient operational mechanism for the quality control centers. After the application of this mode in 39 provincial quality control centers, 11 affiliated institutions, and 65 tertiary hospitals in Shaanxi Province, it effectively enhanced the work efficiency of the quality control centers and facilitated improvements in regional medical quality.
