To systematically strengthen the academic ethics awareness of authors, peer reviewers, and editorial staff, standardize professional conduct in the journal publication process, and effectively safeguard the authenticity and innovation of academic achievements, the Editorial Office of Chinese Health Quality Management has formulated this Publication Ethics Statement in accordance with the core principles of the Committee on Publication Ethics (COPE), the Academic Publishing Standards - Definition of Academic Misconduct in Journals (CY/T 174-2019) issued by the National Press and Publication Administration, and the Five Prohibitions on Publishing Academic Papers issued by the China Association for Science and Technology, while also considering the professional characteristics of quality management research in the healthcare field. The statement is as follows:
1.Editorial Responsibilities
(1) Editors shall ensure that the peer review process is confidential, fair, and transparent, and promptly communicate review comments.
(2) Editors shall evaluate the scientific quality and innovation of manuscripts, treat all author submissions equally, and ensure that the review process is free from commercial or personal interests.
(3) Before publication, editors shall adhere to confidentiality principles. If plagiarism, piracy, fabrication, or other misconduct is detected, editors shall immediately reject the manuscript and reserve the right to issue an academic misconduct announcement and notify the author£§s research institution.
(4) Manuscripts with a high duplication rate (20% to <30%) must be revised and resubmitted.
2. Peer Reviewer Responsibilities
(1) Peer reviewers shall promptly, thoroughly, and fairly evaluate the scientific content of manuscripts, assess their innovation and scientific validity, and indicate whether they meet the journal£§s acceptance criteria.
(2) Peer reviewers shall maintain confidentiality regarding the review process and manuscript content, disclose any conflicts of interest, and decline to review manuscripts with conflicts.
(3) If plagiarism, piracy, fabrication, or other misconduct is detected, peer reviewers shall promptly notify the editorial office.
3. Author Responsibilities
(1) Authors shall submit original manuscripts free from plagiarism, piracy, fabrication, or other misconduct, and shall not engage in duplicate publication or multiple submissions of the same manuscript.
(2) Authors shall disclose any conflicts of interest, appropriately acknowledge other contributors, obtain permission or cite content from other sources, and adhere to correct citation formats.
(3) Only individuals who have made significant contributions to the research content may be listed as first authors or corresponding authors. Changes to authorship require written consent from all authors and confirmation from the research institution.
4. Publisher Responsibilities
(1) The Editorial Office of Chinese Health Quality Management shall require and monitor compliance with publication ethics standards by all personnel involved in the publication process.
(2) The Editorial Office shall protect the integrity, autonomy, and originality of published articles.
(3) The Editorial Office has established an expert review system to enhance the professional competence and operational capabilities of journal editorial and management staff, as well as the overall quality of the publication.
(4) The Editorial Office reserves the right to retract articles if academic misconduct is detected, publish retraction notices, and notify relevant databases.
(5) The Editorial Office shall publish detailed submission guidelines and update them promptly to ensure transparency and fairness in the submission process.
(6) The Editorial Office declares that review decisions are not influenced by funding sources or advertising.
