摘要:

目的分析2012年-2021年我国康复专科医院的发展现状及存在问题，为康复专科医疗服务体系的建设和发展提供决策参考。方法基于2013年-2015年《中国卫生统计年鉴》、2016年-2017年《中国卫生和计划生育统计年鉴》、2018年-2022年《中国卫生健康统计年鉴》中的相关数据，采用描述性统计方法，纵向比较近10年康复专科医院在资源配置及分布、经济运行及构成、医疗服务供给及运转负荷上的变化情况，横向比较康复专科医院与其他类型医院的差异情况。结果随着社会对康复医学重视程度不断提高，我国康复医疗服务能力不断加强，逐步建立起完备的康复医学体系，康复服务能力逐年提高。近10年康复专科医院资源总量呈逐年增长趋势，但各地区及各类型康复专科医院发展情况差异较大；康复专科医院经济运行状况逐渐好转，社会资本介入明显增多；康复专科医院服务数量、服务效率和服务质量等均有一定提升；康复专科医院运行负荷在一定程度上有所缓解，但与其他类型专科医院相比各项指标仍有明显差距。结论康复专科医院的发展与实际需求仍有较大的缺口，需从合理规划、完善制度体系、增加康复人才储备、加大各类资本投入、增强市场竞争力、提高服务效率和质量等方面入手，促进康复专科医院高质量发展。

Abstract:

ObjectiveTo analyze the development status and existing problems of rehabilitation specialty hospitals in China from 2012 to 2021, and to provide decision-making reference for the construction and development of rehabilitation specialty medical service system. MethodsBased on the relevant data in the "China Health Statistics Yearbook" from 2013 to 2015, the "China Health and Family Planning Statistics Yearbook" from 2016 to 2017, and the "China Health and Health Statistics Yearbook" from 2018 to 2022, descriptive statistical methods were used to longitudinally compare the changes in resource allocation and distribution, economic operation and composition, medical service supply and operation load of rehabilitation specialty hospitals in the past 10 years, and the differences between rehabilitation specialty hospitals and other types of hospitals were compared horizontally. ResultsWith the increasing attention of the society to rehabilitation medicine, the ability of rehabilitation medical service in China had been continuously strengthened, and a complete rehabilitation medicine system had been gradually established. In the past 10 years, the total resources of rehabilitation specialty hospitals had been increasing year by year, but the development of rehabilitation hospitals in different regions and types was quite different. The economic operation of rehabilitation specialty hospitals had gradually improved, and the intervention of social capital had increased significantly. The service quantity, service efficiency and service quality of rehabilitation specialty hospitals had been improved to a certain extent. The operation load of rehabilitation specialty hospitals had been alleviated to a certain extent, but there were still significant gaps in various indicators compared with other types of specialty hospitals.Conclusion There is still a big gap between the development and actual demand of rehabilitation specialty hospitals. It is necessary to promote the high-quality development of rehabilitation specialty hospitals from the aspects of rational planning, improving the system, increasing the reserve of rehabilitation talents, increasing all kinds of capital investment, strengthening market competitiveness, and improving service efficiency and quality.
