摘要:
托管是医疗资源流动的有效形式。大学附属医院托管区级中西医结合医院的实践表明，通过派驻管理团队、精准派驻专家、改革激励机制、外引内培结合、发挥中医特色等具体措施，可实现区级医院的管理、学科、人才、员工满意度等大幅提升，更好地满足了区域居民卫生服务需求。托管实践证明，高效的管理团队是基础，针对性技术帮扶是关键，有效的激励机制是发展动力，优良的学科梯队是发展后劲。
Abstract:
Trusteeship is an effective form of medical resource mobility. The practice of university hospital trusteeship district hospital of integrated traditional Chinese and western medicine showed that the management, discipline, talent and staff satisfaction of district hospitals could be greatly improved through specific measures of dispatching management team, accurately dispatching experts, updating incentive mechanism, combining external introduction and internal training, giving play to the characteristics of Chinese medicine, etc., which could better met the health service needs of regional residents. In the practice of trusteeship, effective management team was the foundation, targeted technical assistance was the key, effective incentive mechanism was the driving force of development, and excellent discipline echelon was the lasting force of development.
