摘要:: 推进医疗联合体发展是分级诊疗制度改革的重点与热点。借助ROCCIPI技术，从政府、核心医院、基层医疗机构和患者四个维度，分析了甘肃省医联体发展中存在的问题和困难，并提出了改革建议，以期为甘肃省医疗联合体的改革与发展提供参考。

Abstract:: Promoting the development of medical consortium is the focus and hotspot in the reform of hierarchical medical services. Using the ROCCIPI technology, this study analyzed problems and difficulties existing in the development of medical consortium according to four dimensions of government, core hospital, primary hospital and patient. Furthermore, some corresponding policy suggestions were put forward to provide references for implementing reform and development of medical alliance of Gansu province.
