以深化医疗卫生体制改革为视角，从国家医学中心和国家区域医疗中心设置背景、历年医改重点工作相关表述变化入手，探讨双中心建设发展路径，即建立稳定投入保障机制，以价格和支付方式为杠杆，完善编制和薪酬制度改革等，放大医改综合效应。

From the perspective of deepening the reform of the healthcare system, this study started with an analysis of the establishment background of National Medical Center and National Regional Medical Center, as well as the evolving expressions of key tasks in healthcare reform over the years, to explore development pathways for the dual-center construction. These pathways include establishing a stable investment guarantee mechanism, leveraging pricing and payment methods, and improving reforms in staffing allocation and salary systems, thereby amplifying the comprehensive effects of healthcare reform.
