摘要:
通过对移动医疗行业发展和应用现状的研究，分别从移动医疗服务的提供方、使用方和监管方进行分析，发现移动医疗存在以下质量与安全问题：移动医疗服务缺乏盈利来源，线上线下结合模式不完善，移动医疗行业标准未建立，部分移动服务使用方健康素养不高，移动医疗的监管缺位，移动医疗隐私保护的法律规范不完善等。针对存在问题，提出科学整合医疗服务平台，合理构建服务盈利模式；建立健全行业标准，提高使用方健康素养；完善监管体系，确立法律依据等建议。
Abstract:
Through the research on the development and application of the mobile medical industry, the analysis of the mobile medical service providers, consumers and regulators showed that the following quality and safety problems existed in the mobile medical service: the lack of profit sources of mobile medical services, imperfect online and offline combination mode, no establishment of the mobile medical industry standard, low health literacy of some mobile service users, the lack of mobile medical supervision, imperfect of mobile medical privacy protection, etc. Based on the problems, recommendations were put forward including the scientific integration of medical service platform, rational construction of service profit mode; establishment and improvement of the industry standards, improvement of the user’s health literacy; improvement of the regulatory system, establishment of legal basis, etc.
