摘要:: 由于优质医疗资源供给不足，分级诊疗难以落实，大医院“看病难”问题仍然比较突出。从供给侧改革的角度出发，立足现有优质医疗资源存量，探讨了移动医疗对提高医疗机构有效供给的意义，分析了开展移动医疗的阻碍因素，并就提升移动医疗服务水平，提出建立以电子病历为核心的移动行业标准，完善移动医疗相关的隐私法律保护，加强多点执业配套政策，完善移动医疗相关的隐私保护法律，规范健康管理APP的监管等建议。

Abstract:: Due to insufficient supply of high quality medical resources, it is difficult to implement the grading diagnosis and treatment, and the problem of “difficulty getting medical service” becomes more serious. From the view of supply-front reform, based on the existing high-quality medical resources, the study discussed the significance of mobile health services on improving the effective supply of medical institutions, analyzed the barriers to the development of mobile health services, and put forward suggestions on improving the mobile health services of medical institutions, including establishment of the mobile industry standards with the key of electronic medical records, improvement of the legal protection of privacy related to mobile health, strengthening the supporting policies on multi-sited license, making standardized Health Management APP regulation.
