基于词频分析的我国医疗卫生领域智慧服务政策研究

【摘要】目的 基于横向和纵向两个视角，对我国智慧服务政策文件进行分析，为医疗机构加强智慧服务建设提供参考。方法 以“智慧服务”“智慧医院”“智慧医疗”“5G+医疗”等为关键词，在国务院、国家卫生健康委、国家发展改革委等官方网站收集2018年1月1日—2022年12月31日公开发布的与智慧服务密切相关的政策文件。利用ROST文本挖掘软件进行词频分析。结果 共纳入15份政策文件。综合分析来看，互联网和医疗机构是提供智慧服务的重要载体，智慧服务范围由简单的医疗服务扩大至涵盖内容更广泛、涉及形式更多样的卫生服务和健康服务。与2018年-2019年相比，2020年-2022年智慧服务政策更加强调“标准化”建设。从智慧服务核心政策来看，“评估”是未来智慧服务工作重点。结论 公立医院应拓展智慧服务内涵，构建标准化智慧服务体系，并充分发挥评估结果导向作用。

Abstract Objective Based on horizontal and vertical perspectives, the smart service policy documents in China were analyzed to provide reference for medical institutions to strengthen the construction of smart service.Methods Using "smart service", "smart hospital", "smart medicine" and "5G+ medicine" as keywords, the policy documents closely related to smart service that were publicly released from January 1, 2018 to December 31, 2022 were collected from the official websites of the State Council, the National Health Commission and the National Development and Reform Commission. Word frequency analysis was carried out using ROST text mining software.Results A total of 15 policy documents were included. From a comprehensive analysis, the Internet and medical institutions were important that carriers to provide smart services, and the scope of smart services had expanded from simple medical services to health services and health services cover more extensive content and more diverse forms. Compared with 2018-2019, the smart service policy of 2020-2022 put more emphasis on "standardization" construction. From the perspective of the core policy of smart service, "evaluation" is the focus of future smart service work.Conclusion Public hospitals should broaden the connotation of intelligent service, build a standardized intelligent service system, and give full play to the role of evaluation results guidance.

2019年，国家卫生健康委发布《关于印发医院智慧服务分级评估标准体系（试行）的通知》（国卫办医函〔2019〕236号），旨在指导医院以问题和需求为导向持续加强信息化建设，提供智慧服务，为进一步建立智慧医院奠定基础。2021年，《关于印发公立医院高质量发展促进行动（2021-2025年）的通知》（国卫医发〔2021〕27号）明确提出，将信息化作为医院基本建设的优先领域，加强智慧服务建设，完善智慧医院分级评估顶层设计。智慧服务是智慧医院建设的重要内容，是指医院针对患者医疗服务需求，应用信息技术改善患者就医体验，加强患者信息互联共享，提升医疗服务智慧化水平的服务模式［1］。本研究基于横向和纵向两个视角，对我国医疗卫生领域智慧服务政策文件进行分析，旨在确定政策主要研究方向，阐释未来智慧服务发展方向，为医疗机构加强智慧服务建设提供参考。
