基于SWOT分析的公立医院学科建设策略研究

【摘要】目的 制订高质量发展要求下的公立医院学科发展策略。方法 以四川省某三甲综合公立医院为例,基于SWOT模型,分析医院学科发展现状、面临外部机遇与威胁等。结果 医院拥有特色学科和重点学科辐射面广、高级人才汇集、科教研实力强等优势;劣势是人才梯队建设不完善、科研教学时间不充足、临床研究成果转化机制不完备、国际交流合作少等;面临区域医院优势明显、分级诊疗、智慧医疗等机遇;威胁是办医格局改变、医疗资源重新配置、医院功能重新定位、薪酬体系陈旧、医患关系紧张等。结论 通过创新科研成果转化机制,促进基础研究与临床业务相结合;加快人才引进,强化区域学科中心建设;建立具有竞争力的薪酬体系,稳定人才队伍;借助“三个圈层”联动发展政策,创造国际交流合作机会,以强化学科建设能力,全面推进学科发展。

Abstract Objective To formulate the discipline development strategy of public hospitals under the requirement of high quality development.Methods Taking a tertiary general public hospital in Sichuan Province as an example, based on SWOT model, the development status of the hospital discipline, external opportunities and threats were analyzed.Results The hospital had a wide range of features and key disciplines, a collection of senior talents, and strong strength in science, education and research. The disadvantages included imperfect construction of talent echelon, insufficient time for scientific research and teaching, incomplete transformation mechanism of clinical research results, and less international exchanges and cooperation. The hospital faced with the obvious advantages of regional hospitals, hierarchical diagnosis and treatment, smart medical opportunities. The threat included the change of the medical pattern, the reconfiguration of medical resources, the repositioning of hospital functions, the outdated salary system, the tension between doctors and patients, etc.Conclusion To promote the combination of basic research and clinical practice by innovating the transformation mechanism of scientific research achievements; to accelerate the introduction of talents and strengthen the construction of regional subject centers; to establish a competitive salary system, stable talent team; to create opportunities for international exchange and cooperation with the help of the "three circles" joint development policy, so as to strengthen the discipline construction ability and comprehensively promote the discipline development.

学科建设是提高医院核心竞争力的根本途径[1]。2021年,国务院办公厅印发《关于推动公立医院高质量发展的意见》(国办发〔2021〕18号)[2],提出以学科建设和科技创新引领公立医院高质量发展。因此,运用科学管理的思想、方法和手段,分析医院学科建设现状,谋划学科建设发展,推动公立医院整体医疗水平提升是时代趋势。
SWOT分析模型是基于企业内部条件和外部环境进行全面系统分析,然后选择最佳经营战略的一种分析方法。具体为对企业的优势(Strength,S)、劣势(Weakness,W)、机遇(Opportunity,O)和威胁(Threat,T)进行系统分析,按照一定次序进行矩阵排列,再运用系统分析方法剖析各项因素,以发挥优势利用机遇(SO)、利用机遇克服劣势(WO)、利用优势避免威胁(ST)、减少劣势避免威胁(WT),为企业的长足发展制订最佳策略[3]。此方法作为较成熟的战略规划方法,在卫生领域得到广泛应用[1,3]。本研究在分析四川省某三甲综合公立医院学科发展内外部环境的基础上,探讨目前医院学科发展的内外部优势、劣势、机遇和威胁,并制订学科发展策略,供医院管理者参考。
