方舱医院护理质量评价指标体系构建

【摘要】目的 构建方舱医院护理质量评价指标体系。方法 研究小组基于三维质量模式拟定初始指标，邀请来自江苏省、海南省、广东省、浙江省、山东省的17名专家进行两轮咨询筛选指标，并采用层次分析法确定指标权重。结果 形成了包含3个一级指标、 12个二级指标、39个三级指标的方舱医院护理质量评价指标体系。两轮咨询专家积极系数分别为94.44%和100%，专家权威系数均为0.883，第二轮咨询一级指标肯德尔和谐系数Kendall’s W值为0.176，二级指标Kendall’s W值为0.250，三级指标Kendall’s W值为0.155。三级指标权重在0.003 5～0.186 9之间。结论 构建的方舱医院护理质量评价指标体系具有一定科学性，可用于方舱医院的护理质量评价。

Abstract Objective To construct an evaluation index system for nursing quality of makeshift hospital.Methods Based on the three-dimensional quality mode, the research team initially drew up the index framework, invited 17 experts from Jiangsu, Hainan, Guangdong, Zhejiang and Shandong provinces to conduct two rounds of consultation to screen the index, and used the analytic hierarchy process to determine the index weight.Results The nursing quality evaluation index system of makeshift hospital had been formed, including 3 first-level indicators, 12 second-level indicators and 39 third-level indicators. The positive coefficients of experts in the two rounds of consultation were 94.44% and 100% respectively, and the authority coefficients were both 0.883.The Kendall's W coefficient of the first-level index of the second round of consultation was 0.176, and the Kendall's W coefficient of the second-level index was 0.250. The Kendall's W coefficient of the third-level indicator was 0.155. The weight of the third level index was between 0.003 5 and 0.186 9.Conclusion The nursing quality evaluation index system of makeshift hospital is scientific and can be used to evaluate the nursing quality of makeshift hospital.

方舱医院即临时搭建、便于移动的医院，是一种模块化的装备［1］。其在战时可提供战役卫勤支援保障，在平时可执行公共卫生事件应急救援任务［2］。2020年，武汉市为应对新冠肺炎疫情，将原有公共建筑改造成方舱医院，为打赢疫情阻击战发挥了关键作用［3］。随着新冠肺炎疫情进入常态化防控阶段，国家提出了建设永久性方舱医院的要求［4］。护理工作在方舱医院患者顺利康复中发挥了重要作用，对方舱医院护理质量进行评价及持续改进具有重要意义。护理质量评价指标是促进护理质量改善的有效手段［5］。现有研究主要探讨方舱医院护理管理经验［6-8］，尚未涉及方舱医院护理质量评价指标体系。本研究以“结构-过程-结果”三维质量模式［9］为基础，通过专家咨询，构建了方舱医院护理质量评价指标体系，旨在为评价方舱医院护理质量提供参考。
1研究方法
1.1成立研究小组
研究小组由7名成员组成，包括呼吸系统疾病护理专家1名、传染性疾病护理管理者3名、护理质控专员3名，所有成员均有上海市方舱医院工作经验。小组成员负责拟订初始指标，遴选咨询专家，实施专家咨询，整理与分析专家意见等。
