摘要:
为解决贫困县人民群众看病就医难问题,打赢健康扶贫攻坚战,自2018年1月起新疆维吾尔自治区卫生健康委在皮山县人民医院开展托管试点工作,由新疆维吾尔自治区人民医院负责托管执行。结合该县医院实际,创新“1+1+1+X”(一支管理团队+一支专家团队+一支专科联盟团队+各类形式多样的学术活动)托管新模式。通过明确托管责任与目标、管理改革、技术改革、学科改革等多项举措,使皮山县人民医院在学科建设、医疗能力、服务品质、人才梯队等方面得到大幅提升,年运营指标数值翻番。实践经验表明,县级医院的托管要从合作与融合、人才引入与培养、扎实质量管理与提升、注重被托管医院独立自主可持续发展等方面重点深入,才能推进县级医院快速前进,最终实现以试点建模板带动县级医院的服务能力提升,促进县医院高质量发展。
Abstract:
Since January 2018, the Health Commission of Xinjiang Uygur Autonomous Region had launched a pilot trusteeship program in People's Hospital of Pishan County in order to solve the problem of poor people's access to medical services and win the battle for health poverty alleviation.The People's Hospital of Xinjiang Uygur Autonomous Region was responsible for the trusteeship and implementation. Combined with the actual situation of the county hospital, the new trusteeship mode of "1+1+1+X" (one management team + one expert team + one specialist alliance team + various forms of academic activities) was innovated. Through a number of measures such as clear responsibility and objectives,management reform, technical reform and discipline reform,the People's Hospital of Pishan had been greatly improved in discipline construction, medical capacity, service quality, talent echelon and other aspects, and the annual operating index value had doubled. According to the practical experience of county-level hospitals managed from the solid cooperation and integration, talent introduction and training, quality improvement and management, paying attention to the independent and sustainable development of the hosted hospital, etc., it can promote the county-level hospitals fast forward, finally realizes the promotion of the service capacity of county-level hospitals and the high-quality development of county-level hospitals with pilot templates.
