摘要:
目的构建县级公立医院职能部门管理人员绩效考核指标体系,对职能部门管理人员进行公正、客观评价。方法集束化应用平衡计分卡、关键绩效指标、360度考评方法和公立医院管理者胜任力评价法提取指标,采用德尔菲咨询法进行指标筛选,使用层次分析法确定指标权重。结果专家积极系数为100%,专家权威系数为0.866,专家协调系数为0.201~0.750,构建的绩效考核指标体系包括一级指标4项、二级指标10项、三级指标28项,并确定了岗位绩效考评标准。结论所建指标体系具有一定科学性和适用性,考评标准具有可行性,可为其他县级公立医院职能部门管理人员绩效考核提供借鉴。
Abstract:
ObjectiveTo establish a performance appraisal index system for managers in functional departments of county-level public hospitals, and make fair and objective evaluation of managers of functional departments.MethodsThe performance appraisal indexes were extracted by cluster application of balanced score card, key performance indicators, 360 degree evaluation method and competency evaluation method of public hospital managers. Delphi consulting method was used to screen indicators and analytic hierarchy process method was used to determine the weight of indicators.ResultsThe expert positive coefficient was 100%, the expert authority coefficient was 0.866, and the expert coordination coefficient was 0.201 to 0.750. The determined performance appraisal index system included 4 primary indexes, 10 secondary indexes and 28 tertiary indexes. And the job performance appraisal standard was further determined. Conclusion The established index system had certain scientificity and applicability, and the evaluation standard was feasible, which can provide reference for the performance appraisal of managers in functional departments of other county-level public hospitals.
