摘要:
河北省精神卫生中心牵头组建河北省精神卫生专科联盟，通过管理输出、专科共建、岗位锻炼、教育培训等合作形式，各成员单位诊疗能力和规范化水平持续提高，功能定位逐步清晰，人才队伍逐步优化。但是，同质化水平不高、连续性服务不畅、信息化建设缓慢、资源流动少、可持续发展面临挑战等问题依然突出。认为专科联盟对提高区域医疗卫生能力和构建适合专科特色的分级诊疗制度有积极的促进作用，但仍需要完善政策保障，提高医疗保障水平，强化法治观念，加快优质医疗资源扩容，完善绩效考评机制等，更好地激励医疗资源下沉，促进区域精神卫生均衡发展。
Abstract:
The Mental Health Center of Hebei province led the establishment of the Mental Health Specialty Alliance of Hebei province. Through various forms of cooperation, such as management output, joint construction of specialties, post training, education and training, the diagnosis and treatment capacity and standardization level of each member unit had been continuously improved, the functional positioning had been gradually clarified, and the talent team had been gradually optimized. However, problems, such as low level of homogenization, poor continuity of services, slow information construction, low flow of resources, and great challenges to sustainable development, remained prominent. The specialty alliance played a positive role in improving regional medical and health capacity and building a hierarchical diagnosis and treatment system suitable for specialty characteristics. However, it still needed to perfect the policy guarantee, improve the level of health care, strengthen the rule of law concept, speed up the expansion of high quality medical resources, improve the performance evaluation mechanism, to better motivate sinking of medical resources, promoting regional balanced development of mental health.
