摘要:
目的调查2010年-2019年福建省疾病预防控制中心人员流失情况,提出针对性建议。方法通过查阅人事管理档案和省人社厅平台上报记录,汇总10年来流失人员基本信息,通过面对面访谈和电话访谈方式调查流失去向和流失原因。结果2010年-2019年共流失人员55人,以男性、年龄<31岁、工作年限<6 a、本科及以下与硕士学历、初级及以下专业技术职称人员为主。流失去向以各级各类医院为主(38.19%)。薪酬待遇较低(45.46%)、职称晋升空间有限(18.18%)是造成人员流失的主要原因。结论人员流失情况较严重。应完善薪酬分配制度、职称晋升制度,加强疾控人才队伍建设,强化人文建设,以稳定疾控中心人才队伍。
Abstract:
ObjectiveTo investigate the staff turnover of a provincial center for disease control and prevention from 2010 to 2019, and put forward targeted suggestions.MethodsBy reviewing personnel management files and the platform reporting records of the provincial human resources and social security department, the basic information of the personnel turnover in the past 10 years was summarized, and the whereabouts and reasons of the lose were investigated through face-to-face and telephone interviews. ResultsA total of 55 people were lost in the past 10 years, mainly male, less than 31 years old, working for 6 years or less, bachelor or master's degree, junior professional technical titles. The main loss direction was hospitals of all levels and types (38.19%). Low salary level(45.46%) and limited promotion space of professional title(18.18%) were the main reasons for staff turnover. Conclusion The loss of personnel was serious. It was necessary to improve the salary distribution system and professional title promotion system, strengthen the construction of talent team, and strengthen humanistic construction to stabilize the disease control and prevention center talent team.
