摘要:
天津市疾病预防控制中心每年承担大量政府职能的疾病控制项目工作，为提高项目管理水平，提升产出质量，自2010年开始建立质量考核机制对项目实施质量审核。针对项目实施过程中存在的执行目标不明确、考核目标设定不合理、质量控制有效性差、执行人员缺少相关技术知识、现场情况复杂缺少指引、社会配合度差、工作人员责任心不强等问题，通过实施PDCA循环不断改进，建立完备的管理规范和项目质量体系文件，按照SMART原则设立考核目标，加强人员培训与管理，积极争取政府支持，不断调整实施策略等措施，来提高项目规范操作水平，增强工作人员质量意识，加强质量控制有效性，持续满足政府工作要求和群众公共卫生服务需求。
Abstract:
Tianjin Center for Diseases Control and Prevention undertakes a large number of government functional diseases control projects every year. In order to improve the project management level and improve the output quality, a quality assessment mechanism had been established since 2010 to implement the quality audit of projects.The problems in the process of project implementation included the unclear implementation target, the unreasonable assessment target, the poor-quality control effectiveness, the lack of technical knowledge of executive, the complex situation and the lack of guidance, the low degree of adaptability, and the poor staff responsibility etc.The measures were taken included the implementation of the PDCA cycle, the establishment of a complete management specification and the project quality system, the establishment of the evaluation target according to the SMART principle, the strengthening of the personnel training and management, striving for government support,then continuous adjustment of implementation strategies and othero measures to improve the standard operation level of the project,enhance the quality awareness of staff,strengthen the effectiveness of quality control,continue to meet government work requirements and public health service needs.
