摘要:
围绕“看病难”“看病贵”两大难题,从优化资源配置、推进分级诊疗、提升基层医疗机构能力和加强公共卫生安全等4个方面阐述了医疗体制改革的思路;从降低药耗占比、医保改革、加强医院治理体系建设、发展中医药等4个方面阐述了医疗收支结构优化建议。对我国医药卫生体制改革发展路径和未来发展方向进行了分析,指出各级政府需协力推进医药卫生体制改革不断深入。
Abstract:
Focusing on the two themes of "difficult to see a doctor" and "expensive to see a doctor", the medical system reform measures were elaborated from the four aspects of optimization of resource allocation, promotion of hierarchical diagnosis and treatment, improvement of the primary medical institutions' capacity, and strengthening the public health security. Suggestions on optimizing the structure of medical income and expenditure were expounded from four aspects: reducing the proportion of medicine consumption, reforming medical insurance, strengthening the construction of hospital management system, and developing traditional Chinese medicine. The development path and future direction of China's medical and health system reform were analyzed, and it was pointed out that governments at all levels need to make concerted efforts to deepen the reform of medical and health system.
