摘要:
对宁波市县域医共体治理策略进行了梳理，并结合新公共服务理论认为，当前宁波市县域医共体治理机制改革中存在着政府角色有待进一步转变、内部事务决策机制尚有待开发、监督机制尚缺乏系统性设计、激励机制仍需优化等主要障碍，进而提出宁波市在推进县域医共体治理机制改革中应探索政府监管、专业团队执行的医共体外部治理结构，公民参与的医共体社区健康治理机制，法人治理结构下的内部事务决策机制，公共健康利益的医共体内外监督机制以及基于系统化责任分担的考核与激励机制。优化策略可为推进宁波市县域医共体治理机制改革提供参考。
Abstract:
Through the clarification of governance strategy of medical alliance at county level in Ningbo, combined with the new public service theory, problems existed in governance mechanism reform of medical alliance at county level in Ningbo were analyzed which included the role of government needing to be further transformed, internal affairs decision-making mechanism remaining to be developed, supervision mechanism being lack of systemic design, incentive mechanism still having optimization space.Measures should be taken in governance mechanism reform of medical alliance at county level in Ningbo including exploring the external governance structure with regulation by government and execution by professional medical team, the medical alliance health governance mechanism with the participation of citizen, the internal affairs decision-making mechanism under the legal person governance structure, the internal and external supervision mechanism with interests of the public health, and the assessment and incentive mechanism based on systematic responsibility sharing. The optimization strategy can provide reference for promoting the reform of governance mechanism of medical alliance at county level in Ningbo.
