摘要:
医院章程是建设现代医院管理制度的基础，如何制定合法、科学且符合我国公立医院特点的章程是解决问题的关键。文章以国外3家非营利性医院为例进行比较分析，探讨其对我国公立医院章程制定的启示，认为应完善章程的法律保障体系，厘清医院内部治理结构和健全外部监督机制，为建立以章程为统领的医院治理体系提供参考依据。
Abstract:
Hospital constitution is the basis for the construction of modern hospital management system. The key to solving the problem is to figure out how to make a constitution which is legal, scientific and consistent with the characteristics of public hospitals in China.Three non-profit hospitals abroad were taken as an example for comparative analysis to discuss its enlightenment to the formulation of the public hospital constitution in China.It is believed that the legal guarantee system of the constitution should be improved , the internal governance structure of the hospital should be clarified and the external supervision mechanism should be improved ,so as to provide a reference for establishing a hospital governance system guided by constitution.
