摘要:
采用随机抽样的方法，对天津市部分城镇居民进行问卷调查，并对社区居民和基层医院管理者进行访谈。统计结果显示，目前分级诊疗的推行存在政策宣传不到位与患者就医观念保守，“基层首诊”政策刚性不足，形同虚设，社区医疗机构服务能力不足，医疗机构功能定位不清和医疗资源分配不均等。据此提出相应建议，为分级诊疗制度有效推行提供参考。
Abstract:
The random sampling method was used for questionnaire survey among the residents in Tianjin, and the community residents and the managers of the primary hospital were interviewed, followed by statistical analysis and summary. The results showed problems existed in the implementation of the hierarchical diagnosis and treatment system, which included the unfulfillment policy propaganda, traditional concept of patients, insufficient rigidity of the policy of "initial diagnosis by primary medical institutes", insufficient service capability of community medical institutions, ambiguous function orientation and uneven distribution of medical resources in medical institutions. Accordingly, Suggestions were put forward to provide reference for the effective implementation of the hierarchical diagnosis and treatment system.
