采血服务规范地方标准编制研究

【摘要】高质量的采血服务是血液质量与安全的保障。《血站采血服务规范》地方标准编制基于全局考量，坚持系统化、流程化、精细化理念，规范了采血服务全过程的采血机构资质、服务开展原则、机构管理制度、人员要求、服务环境要求、设施设备和用品物料要求、服务内容与质量要求、安全与应急要求、服务评价与改进等，确保采血服务标准化，保障临床用血安全，促进无偿献血事业高质量发展。

Abstract High quality blood collection service is the guarantee of blood quality and safety. The compilation of local standard of Blood Collection Service Specification for Blood Stations is based on overall considerations and adheres to the concept of systematization, process and refinement. It regulates the blood collection agency qualification, service principles, organization management system, personnel requirements, service environment, facilities, equipment and supplies materials requirements, service content and quality requirements, safety and emergency requirements and service evaluation and improvement of the whole service process, etc. It standardizes the blood collection service, helps to ensure the safety of clinical blood use, promotes the high quality development of voluntary blood donation.

高质量的采血服务不仅是血液质量与安全的保障，而且直接关系到献血者和用血者的生命健康。《关于进一步促进无偿献血工作健康发展的通知》（国卫办医发〔2019〕21号）指出，“要提供优质便捷的献血服务，提升血站服务水平”。《江苏省“十三五”采供血事业发展规划》明确提出，要“推进血站标准化建设，实施血站规范化管理”。高标准是高质量的保证［1］。采血服务标准制定有助于推动血站采血服务工作持续发展。基于此，2020年3月，苏州市中心血站组织申报了《血站采血服务规范》地方标准项目。
