【摘要】品管圈作为一项有效的质量管理工具,其应用推动了医院质量文化建设。海军军医大学第一附属医院自2013年开始引入了品管圈,以品管圈项目管理助力医疗质量持续改进。实践证明,项目设计、人才培养、过程管理是品管圈项目管理的基础,但后续还需从建立长效管理机制、调动职能科室参与两方面持续改进。

Abstract As an effective quality management tool, quality control circle promotes the construction of hospital quality culture. The First Affiliated Hospital of Naval Medical University has introduced the quality control circle since 2013 to help improve medical quality continuously with the project management of the quality control circle. Practice has proved that project design, personnel training and process management are the basis for the project management in the quality control circle, but the follow-up efforts should be made from the establishment of long-term management mechanism and the mobilization of functional departments.

品管圈作为一项有效的质量管理工具,已被越来越多的医院应用,并推动了医院质量文化建设[1]。本研究以海军军医大学第一附属医院为例,基于项目管理实践,系统回顾了品管圈项目的设计、执行和成果效益,探讨了品管圈项目管理的经验与不足,以供参考。

1品管圈项目管理实践

1.1项目设计
为进一步提升医疗安全管理水平,推进质量管理从“传统、经验、粗放”模式向 “科学、现代、精细”模式转变,自2013年开始,该院引入品管圈。基于“广泛普及、定向孵育、择优竞赛、反哺医疗”的思路,该院由质量管理科设计了“一科一题、专项计划、评比竞赛”三阶段品管圈项目管理方案。管理流程见图1。
