摘要:
目的基于医院院长目标责任书,构建行政职能部门执行力评价体系,对三级公立医院行政职能部门的执行力进行客观评价。方法采用文献复习法、非结构式访谈法拟定初始评价指标,通过三轮德尔菲咨询进行指标筛选,使用层次分析法确定指标权重。结果三轮咨询专家积极系数均为100%,第三轮咨询后专家权威系数为0.835,专家协调系数显著性检验P<0. 001,构建的行政职能部门执行力评价体系包括一级指标4项、二级指标12项、三级指标36项。指标权重一致性检验CR值均<0.1。结论所建指标体系具有一定科学性和合理性。借鉴应用时,应根据实际增减指标,动态调整指标权重,建立长期评价机制。
Abstract:
ObjectiveTo construct the executive evaluation system of administrative functional departments based on the objective responsibility statement of the hospital director to objectively evaluate the executive ability of administrative functional departments in tertiary public hospitals. MethodsLiterature review and unstructured interview were used to extract the initial evaluation indicators, three rounds of Delphi consultation were used to screen the indicators, and analytic hierarchy process was used to determine the weight of the indicators.ResultsThe positive coefficient of the three rounds of consultation was 100%.After the third round of consultation, the expert authority coefficient was 0.835, and the significance test of expert coordination coefficient was P<0.001. The executive evaluation system of administrative functional departments included 4 first-level indicators, 12 second-level indicators, and 36 third-level indicators. CR value of index weight consistency test is less than 0.1. Conclusion The established index system is scientific and reasonable. When using for reference, it should dynamically adjust the weight of indicators according to the actual increase or decrease of indicators and establish a long-term evaluation mechanism.
